Background
In November 2005, at the General Membership meeting, the members felt that CEAC needed to work on four priorities:
CEAC Vision 2008 Goals
• Better internal and external communications;
• Expand the membership participation of CEAC;
• Facilitate more interaction with the Board of Supervisors at shared conferences; and
• Promote the public works profession.
At the Spring Conference in March 2006, the membership reaffirmed these four points and started to work on implementation strategies. Subsequently, the Board of Directors asked the Member Services Committee and the Administration Committee to develop an implementation plan. The committees met on May 19, 2006 with facilitators provided by Tulare County. The committee developed a 14-point action plan.
The committee members felt that if CEAC could improve on the internal and external communications and have more interactions with the Board of Supervisors at shared conferences, it would be easier for the membership to see the value of participating in CEAC. The Board of Directors also asked us to provide a list of action items that could be implemented quickly. A significant number of the previous recommendations have already been completed (see Vision 2008 Accomplishments, below).
At the Fall Policy Conference in 2008, and again at the Annual Meeting in 2008, the Oversight and Special Tasks Committee discussed revisiting CEAC Vision 2008 and creating a CEAC Vision 2010 to be launched at the Public Works Officers Institute conference, Spring 2009. During the 2008 Annual Meeting in San Diego, it was agreed that we would hold an Oversight and Special Tasks committee meeting February 20, 2009 to discuss CEAC Vision 2010.
On February 20, 2009, members of the Oversight and Special Tasks Committee met to revisit CEAC Vision 2008, create a shared CEAC Vision 2012 (previously known as Vision 2010), and develop a set of CEAC action items to implement over the next 2 to 3 years. We agreed on a process for Vision 2012 and developed a set of key messages to be reviewed by the General Membership at the spring PWOI conference, 2009.
Vision 2012 Process
• Based on input from the General Membership at the spring PWOI conference, the Oversight Committee will meet in late April or early May, 2009 to finalize Vision 2012 and create a list of action items to implement Vision 2012.
• The Vision 2012 recommendations, together with the budget request will be forwarded to the Board of Directors for approval in July 2009.
• Oversight Committee will meet again after July 2009 to plan the implementation of Vision 2012, and to work on quick fixes (those items that can be accomplished in 2 to 3 months).
• Oversight will present the final plan and initial results to the General Membership at the Fall Policy Conference, October 14-15, 2009.
