Hello RTPA Group: Here are some of the highlights and follow up from the
October 29 RTPA & CTC meetings.

-Prop 1B Project Tracking/Accountability: Caltrans and CTC staffs are
working to streamline the process for tracking Prop 1B projects (ex.
CMIA/SR99/TCIF) to mirror Caltrans' existing "Project Change Request"
process. Corrective Action Plans will only be required if there are
major changes to scope, construction start date, or Prop 1B & matching
funds that goes through the CTC. In some instances changes to the coop
will still be needed, but will go through the project team rather than

-Prop 1B State-Local Partnership Program Guidelines (SLPP): CTC
scheduled to adopt the guidelines in December. RTPAs had several
comments on the guidelines. There will be a follow up conference call to
discuss possible RTPA Group comments at 3pm on November 13 -

-Potential Change to G-12 Delegated Authority: CTC staff presented a
preliminary proposal to restrict Caltrans' ability to utilize G-12
Delegated Authority on bond projects. Caltrans staff expressed concerns
about potential unintended consequences, such as delays to contract
awards. Attached is the draft proposal. Email any comments to Greg Wong,

-Finance Forum: Work continues on the Finance Forum. The PSR subgroup is
looking at how to streamline the process and minimize the cost of
Project Initiation Documents (PID). Additionally a forum was held by CTC
& CTA on transit funding. Materials from that summit will be posted on
the CTC website. If you would like to participate on the transit task
force contact Annette Gilbertson.

-Local Assistance: It was another great delivery year, with local
agencies delivering over 115% of available OA. Local Assistance is also
looking at funding from a potential new federal stimulus package. If
approved, funds will likely be available to projects that can be
delivered quickly. The group noted that the federal process, including
programming, environmental, and other requirements, could make quick
delivery a challenge. It was also questioned how the impending
SAFETEA-LU rescission might be in conflict with an econ stimulus
proposal. RTPAs also expressed concern that AB268 suggests CMAQ for
admin should come off the top of the CMAQ program, though this is in
conflict with the federal guidelines.

-State Budget Special Session: The Governor has called the legislature
back for a special session. RTPAs should contact their legislators to
urge them to keep their hands off of Prop 42 and other transportation
funds, and consider accelerating bond projects/apportionments as a means
to stimulate the state's economy. Caltrans staff is looking at which
transit, SHOPP, highway, and other projects could possibly be
accelerated if there were a state stimulus package.

-AB32 Scoping Plan is available for review at the CARB website. Contact
Tim Papandreou with any concerns you have about the plan. CTC plans to
host a meeting on SB375 & AB 32 implementation in the future.

-The next RTPA meeting is scheduled for the morning of Wednesday
December 10 in Oakland - exact time and location TBD.
